He coordinated the 2010-2014 National Development Plan through the National Planning Department in relation to mining development and energy expansion, as well as the design of sectoral public policies and presentation to the National Council on Economic and Social Policy (CONPES) and was part of the Board of Directors of the Energy and Gas Regulatory Commission. As a consultant he carried out the study "Recommendations for a comprehensive energy pricing policy (diesel fuel, gasoline, LPG, jet fuel, natural gas, electricity, biofuels and coal) and its fiscal, social, environmental and energy implications applicable in Colombia for the transition to a modern, safe, reliable, affordable and clean energy system", and through Fededesarrollo, he published the Policy for the Regulation of Prices of Liquid Fuels for Automotive Use in Colombia.
